Without this barrier, fierce waves surge up the Ninglick River, on whose banks the town is situated. The waves are eroding the riverbank at a rate of more than 70 feet (21 m) per year. Newtok’s landing stage for barges has already toppled into the water. Meanwhile, melting permafrost is causing the village’s land to sink.

But the Arctic’s conditions make a spill an especially likely—and especially devastating— possibility. High winds, icebergs, and lack of sunlight during the winter could easily compromise an operation. If a spill were to occur, these same factors would make it difficult to contain the damage. Whales, seals, fish, and birds may die as they become engulfed with oil or as their food sources are destroyed. No technology exists to provide a quick fix to an oil spill. While it is hard to clean up oil in more temperate areas, it is almost impossible to contain damage in an icy ocean.
